NITI Aayog’s recently released report Reimagining Skilling for Viksit Bharat@2047 (August 2026) is a timely, evidence-based blueprint. It moves beyond incremental programme expansion to a system-level redesign of how India builds human capital for a developed-nation trajectory by 2047. Prepared by the Skill Development, Labour & Employment Division with BCG as knowledge partner, and drawing on MSDE’s State of Skills Survey 2024, PLFS, AISHE, qualitative immersions, and global benchmarks (Germany, Australia, Indonesia, Singapore), the report diagnoses structural barriers across five learner segments covering roughly 60 crore citizens and proposes five core reforms plus four system enablers.
Diagnosis: Scale Without Consistent Outcomes
India has trained over 7.67 crore individuals since 2014-15, with ₹34,000 crore allocated to skilling-related expenditure across central ministries in FY 2025-26, supplemented by strong state initiatives (Naan Mudhalvan, Mahaswayam, Skilled in Odisha, etc.). Yet outcomes remain uneven. The report segments the landscape into schooling, tertiary education (including ITIs), formal/informal non-agriculture workforce, NEET youth (15-29), and women as a cross-cutting group. Recurring barriers cut across all of them:
Information & value perception: Widespread lack of trusted guidance on credible programmes, returns, schemes, and apprenticeships. Vocational and online pathways still carry stigma; degrees are often pursued for prestige or exam eligibility.
Access: Limited early NSQF-aligned exposure in schools (fewer than 1 in 12 secondary schools offer vocational subjects), uneven industry-integrated options in higher education, rigid formats and geographic/opportunity-cost barriers for informal workers, and mobility/safety/caregiving constraints for women.
Funds: Not just fees, but foregone income and limited high-quality options.
Learning & delivery models: Overly theoretical, weak practical exposure, limited proof-of-work and job-readiness support.
Structure & governance: Fragmentation across ministries, degree-centric hiring norms, limited industry co-ownership incentives, and incomplete operationalisation of the National Credit Framework (NCrF).
These gaps explain why participation does not reliably translate into employability, progression, or sustained livelihoods.
The Reimagined Architecture: Five Core Reforms + Four Enablers
The report centres the learner in a lifelong, non-linear continuum from school to workforce, with outcomes (employability, progression, livelihoods) as the primary success metric. Key proposals:
Core Reforms
Skill integration in schools – Universal General Employability and Entrepreneurship Skills (GEES: communication, digital, financial literacy, teamwork, problem-solving, entrepreneurship) from Grade 6–12, plus structured Kaushal Tracks (vocational specialisation) from Grade 9 aligned to local/national demand. Multiple school archetypes (GEES-only, vocational-integrated, industry-sponsored PPP hubs, multi-skill exposure) and NCrF credit equivalence enable this.
Viable PPP/Private Sector Engagement models in technical & higher education – Shift from generic degrees to applied, industry-aligned specialisations; scale work-integrated and Apprenticeship-Embedded Degree/Diploma Programmes (AEDP); modular, multi-entry/exit, earn-while-you-learn formats. Skilling hubs on campuses, greater autonomy for ITIs/polytechnics, and operationalisation of NEP 2020/UGC/NCrF/PM-SETU are central.
Outcome-linked, industry-backed programmes – Move short-term skilling from enrolment-driven to demand-driven models focused on high-growth sectors (explicitly including green industries, rooftop solar, electric mobility, semiconductors), GEES at scale, and reskilling for declining roles. Delivery via existing public infrastructure, verified placements/wage gains, and flexible formats.
Apprenticeship for all – Reposition as a mainstream pathway via unified State Apprenticeship Platforms (converging NAPS, NATS, state schemes with SIDH), expanded MSME incentives, better demand visibility, and performance-linked mechanisms.
Guidance and perception building – Continuous multi-channel system (Pathway Clinics in institutions, community hubs/Skill Saathi Kendras, digital tools like Skill Sure/Skill Scout/MyGuide, women-centric safe spaces and apps) plus campaigns to elevate aspiration for skill pathways.
System Enablers
Digital Skills Passport (APAAR-anchored, verified credentials + Skills DX registries/exchanges for job matching and scheme alignment).
Outcome-based financing (digital skill vouchers, placement-linked loans, Skill Impact Bonds).
Full operationalisation of NCrF for stackable, portable credits, RPL, and seamless movement across academic/vocational/work pathways.
Skills-first policies and inclusive infrastructure (shared Skills Infrastructure Network via PM-Gati Shakti/SIDH, skills-first hiring mandates, upskilling leave, women-focused hostels/transport, district-first accountability).
These form a coherent architecture illustrated with flexible pathways that allow movement between education, skilling, formal/informal work, self-employment, and re-entry. The Union Budget 2026-27’s Integrated Scheme in Skilling Architecture (ISSA, ₹600 crore to MSDE) and State Skills Transformation Pilots (Andhra Pradesh, Odisha, Uttar Pradesh, Bihar, Assam) provide an immediate implementation vehicle.
Relevance for Renewable Energy, Green Hydrogen & the Energy Transition
The report explicitly flags the green economy (including rooftop solar and electric mobility) and green industries/green energy as priority sectors for flagship outcome-linked programmes and regional specialisation within hubs. This is strategically significant.
Global evidence underscores the urgency. IEA analysis highlights acute skilled-labour shortages in renewable energy, grids, and energy efficiency—particularly applied technical roles (electricians, pipefitters, power-line workers, engineers)—with firms reporting hiring bottlenecks and the need for substantially higher graduate inflows to meet net-zero pathways. IRENA’s Call to Action on Skilling and Renewable Energy and Jobs series project tens of millions of additional jobs by 2030 in renewables, efficiency, grids, flexibility, and hydrogen under Paris-aligned scenarios, while stressing the need to embed skills planning in energy/climate policies, expand TVET and work-based learning, harmonise qualifications, and integrate competencies into curricula at all levels. World Bank work on India’s green transition notes that only a small share of jobs are currently “green,” highlights the role of the Skill Council for Green Jobs, and emphasises feasible occupational mobility with targeted reskilling/upskilling for large segments of the workforce.
For India’s National Green Hydrogen Mission, solar parks, BESS integration, EV ecosystems, and manufacturing ambitions, the NITI architecture offers practical levers: early GEES + Kaushal Tracks that can incorporate green tech exposure; industry-anchored PPP hubs and AEDPs tailored to electrolyser manufacturing, plant operations, system integration, and O&M; outcome-linked short programmes and apprenticeships in priority green roles; portable Digital Skills Passports and NCrF credits that support career progression and mobility across the hydrogen value chain; and women-inclusive infrastructure to broaden participation. States can adapt these to local RE/GH2 clusters, while industry co-ownership (curriculum, labs, apprenticeships, placements) becomes non-negotiable.
Implementation Imperative
The report is clear-eyed: success hinges on cooperative federalism, genuine industry co-ownership beyond traditional PPPs (extending to guidance, perception, curriculum, infrastructure, and outcomes), technology for equity, and deliberate inclusion of women and marginalised communities. States are the primary anchors for contextualisation and scale. The ISSA pilots offer a critical test bed.
This is not another standalone skilling document. It is a call to treat human capital as the foundational infrastructure for Viksit Bharat—non-linear, lifelong, outcome-driven, and tightly coupled with the sectors that will define India’s growth and energy security, including the green transition. Policymakers, industry leaders in RE/GH2/manufacturing, state skill missions, academia, and training providers would do well to engage deeply with the full report and translate its architecture into on-ground action.
The path to 2047 runs through every learner who gains relevant, recognised skills and every worker who finds dignified, progressive employment. The blueprint is now on the table.
