New Delhi, 31 July 2026: The Union Cabinet, chaired by Prime Minister Narendra Modi, today approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), a landmark scheme to accelerate the deployment of Floating Solar Photovoltaic (FSPV) projects integrated with Energy Storage Systems across India. With a Central outlay of ₹5,070 crore, the initiative aims to add 5,000 MW of floating solar capacity along with a minimum of 10,000 MWh of energy storage by the early 2030s.

The decision comes against the backdrop of a comprehensive assessment by the National Institute of Solar Energy (NISE), which has estimated India’s floating solar potential at approximately 102.18 GWp across reservoirs and other suitable inland water bodies. At present, the country’s installed floating solar capacity stands at only around 700 MW. PM-SSY seeks to more than seven-fold increase this figure while ensuring that the added capacity is grid-friendly through mandatory co-located storage.
Scheme Design and Targets
Under the scheme, 5,000 MW of floating solar projects will be developed with co-located Energy Storage Systems providing a minimum of two hours of storage (aggregating to 10,000 MWh). Projects will be sanctioned between FY 2026-27 and FY 2030-31, with disbursement of financial support continuing until FY 2032-33. Selection of projects will be undertaken through tariff-based competitive bidding, ensuring transparency and cost discovery.
Central Financial Assistance of ₹1 crore per MW will be provided to eligible projects after successful commissioning. In addition, developers may avail up to ₹50 lakh per project for critical feasibility studies, including bathymetry, hydrography assessments, environmental studies and other preparatory activities designed to de-risk project development. The scheme is expected to mobilise total investments of around ₹28,500 crore.
Strategic Advantages of Floating Solar
Floating solar offers a compelling solution to one of the key constraints facing India’s renewable energy expansion — the availability of land. By utilising the surface of existing reservoirs, canals and industrial ponds, the technology eliminates the need for fresh land acquisition. Additional benefits include reduced water evaporation from water bodies, lower dust accumulation on panels leading to improved generation efficiency, and reduced cleaning requirements.

The mandatory integration of energy storage addresses the intermittency of solar generation and will help States manage peak demand more effectively, thereby strengthening overall grid reliability.
Wider Economic and Environmental Impact
The government estimates that the scheme will abate nearly 10 million tonnes of CO₂ emissions annually. It is also expected to generate 16,000–17,000 full-time equivalent employment opportunities across the project value chain — from manufacturing and installation to operations and maintenance.
Equally significant is the push for domestic manufacturing. PM-SSY is designed to stimulate production of floatation systems, photovoltaic cells and modules, energy storage systems, and related components such as anchoring and mooring equipment. This aligns with the broader vision of Aatmanirbhar Bharat and is expected to strengthen the entire floating solar ecosystem in India.
Path Forward
All States and Union Territories stand to benefit from the scheme. By combining capacity addition with storage, manufacturing support and optimal utilisation of water resources, the Pradhan Mantri Surya Sarovar Yojana positions floating solar as a scalable, land-efficient pillar of India’s clean energy transition. It contributes directly to national renewable energy targets, climate commitments, and the long-term vision of Viksit Bharat.
The scheme marks a clear shift — taking solar energy from land to water — while laying the institutional and financial foundation for large-scale floating solar deployment in the years ahead.
